Salary: Class 10 - $126,348.00 – 151,617.00 per annum

Location: Kingston General Hospital & Hotel Dieu Hospital sites
Reporting to the Chief Nursing Executive/Executive Vice President, Patient Care & Community Partnership, the Program Operational Director (POD) is a clinical program leader for the Mental Health Program at both Hotel Dieu Hospital and Kingston General Hospital for Kingston Health Sciences Centre.
The POD – Mental Health works in partnership with Program Medical Director (PMD) to lead clinical programs within a matrix reporting structure, and is responsible linking Kingston Health Sciences Centre’s strategy to the leadership both within the Mental Health Program and in the Region while developing regional models of care delivery. The POD – Mental Health is responsible for developing and monitoring program indicators: clinical, financial and employee satisfaction. Actively promoting and supporting patient and family centered engagement and care in all we do.
Within this role the POD – Mental Health is accountable for contributing to the delivery of the Kingston Health Sciences strategy.  As an employee, one must demonstrate an awareness of and be responsible for actively promoting and supporting patient and family centered engagement and care and enabling a positive employee experience.
Strategic Program Development
  • Lead the development of short and long term goals and objectives which are consistent with the corporate Kingston Health Sciences Centre’s strategic plans.
  • Through collaboration with teams, identify meaningful and measureable performance indicators to support continuous quality improvement and program planning.  Define the strategic priorities in accordance with the KHSC strategic plan
  • Liaise with other Hospital Leadership in order that the support needs for the Program are met effectively and efficiently.  Establish and maintain means of interdisciplinary collaborative decision making between programs and the Program
  • Represent KHSC to other service providers, planning groups and government to ensure a strong linkage with community agencies and other groups in order to facilitate a seamless continuum of care between KHSC and the community. 
Corporate Leadership
In collaboration with the Program Medical Director:
  • Assume a leadership role in the development and maintenance of effective communication and working relationships with all departmental and Hospital staff and ensure positive public relations
  • Provide direction to the Mangers on the design and development of quality and process improvement programs tailored to the clinical program needs
  • Provide leadership to ensure adherence to best practice guidelines, particularly as it relates to quality based procedures (QQBPs), wait time allocations and the associated focus and alignment between funding, cost and quality outcomes.
  • Support the process of quality of care reviews related to adverse patient outcomes, and support the management team in the development and implementation of recommendation to prevent future events.
  • Lead an environment that maximizes the potential of all team members by supporting point of care and evidence based decision making, and lead the implementation of quality based procedures and clinical best practice.  Further create an environment that inspires creativity and innovation in the delivery of patient and family care related services.
Program Evaluation
  • Establishes indicators that continually measure and analyze program performance against accepted benchmarks and standards and support corporate scorecards. Adjusts program operations as required to maximize operations and outcomes.
  • Develop a human resources plan which is consistent with the long range plan and that program staff has opportunities for professional growth and development.  Demonstrate performance management which includes coaching, providing feedback and written performance appraisals, setting goals and objectives, succession planning, discipline and terminating staff as required.
  • Provide staff with appropriate opportunities for developing leadership skills, education and in-services and assist staff to identify their learning needs and ensure the provision of all education programs for staff.
  • Promote staff retention by ensuring job enrichment/enlargement/satisfaction through means of developing staff, providing additional responsibilities or opportunities for input, managing staff stress and concerns, establishing open communication and proving opportunities to be involve in Program/Hospital-wide activities.
  • Through a cross organizational reporting matrix, responsible for furthering the integration of clinical services between Kingston General Hospital and Hotel Dieu Hospital and exploring opportunities for regional integration beyond KHSC.

    Navigating two organizations with distinctly different systems, supports and processes, the Program Operational Director must seek integration and efficiency opportunities while balancing the individual organization’s distinct cultures and values.

    Focus on improving quality of care within the Mental Health program requires a strategic approach to problem solving coupled with excellent collaboration, diplomacy and strong understanding of organizational processes, while maintaining a patient centered perspective
  • Master’s degree in relevant discipline
  • Registered Nurse (RN) with current provincial licensure or Regulated professional designation an asset
  • Clinical experience in a Mental Health services is strongly preferred
  • Minimum 10 years of experience at a senior manager / director level within healthcare
  • Experience with trauma informed care and addiction management
  • Experience working within a unionized environment
  • Comprehensive and extensive knowledge and understanding of mental health policies, programs and systems, both institutional and community based; good understanding of government policies, procedures and legislation related to health care
  • Knowledge of strategic and operational planning, management principles and research based practices
  • Knowledge of quality improvement, financial practices and risk management principles
  • Excellent knowledge of community resources and dynamics
  • Demonstrated strong financial and analytical skills
  • Demonstrated leadership, communication and interpersonal skills that can be employed in a complex environment with multiple stakeholders.
  • History of building constructive and effective relationships and gaining credibility across disciplines, divisions, departments and programs
  • Demonstrated ability to think strategically and tactically evaluate and implement sophisticated programs and initiatives
  • Demonstrated commitment to continuous quality improvement and continuing education
  • Excellent oral and written communication skills
  • Highly motivated and enthusiastic team player
  • Ability to mediate and negotiate
  • Demonstrated experience in supervising professionals and team building
  • Change management and project management skills
  • Satisfactory criminal record check required
