One Permanent Full-Time Manager, Quality and Professional Practice  

Corporate Services

NBRHC – North Bay

 

Reporting to the Director of Quality, Risk, and Analytics (QRA) the Manager, Quality & Professional Practice  is responsible for fostering and sustaining a quality professional practice environment, providing leadership to the clinical programs in the design, delivery and evaluation of models of care and scope of practice.  The Manager utilizes leadership, expertise and knowledge regarding practice guidelines, standards, policies and procedures and strategic directions to achieve optimal outcomes for clinical care.  The Manager provides leadership support to Nursing/Allied Health Practice Leaders, Clinical Nurse Educators, and Quality Coordinators while utilizing an innovative approach and fostering a Continuous Quality Improvement (CQI) culture which uses CQI tools and strategies for stakeholders to assess and improve clinical practice, health care delivery and services in an accredited, acute care, specialized, district regional psychiatric setting resulting in safe, high quality patient care and improved patient outcomes.  The Manager uses his/her knowledge and experience with the Ontario regulatory framework, standards and current issues related to professional practice/clinical ethics to shape and implement a vision for interdisciplinary professional practice and clinical excellence. In collaboration with Quality Coordinators, the manager reviews incidents involving the professional practice of regulated clinical staff and with direction from the VP Clinical and VP Mental Health conducts nursing/allied health professional practice investigations when necessary. Responsibilities include development, review and revision of clinical policies and procedures, utilizing research that is evidence based and meets best practice guidelines through the utilization of technology and health systems.   

The Manager will work closely with the Quality Coordinators, Clinical and Physician leadership, and support teams.

 

Further responsibilities of this position will include but are not limited to:

·         Lead monthly, quarterly and annual reporting, monitoring and forecasting of the hospital's key performance indicators. This includes implementing appropriate analytical tools for reviewing statistical information, where appropriate, to enable effective decision making.

·         Lead the development, approval and submission of the annual Quality Improvement Plan (QIP) which aligns, builds upon and supports strategic organizational priorities and current internal and external pressures and opportunities.

·         Refine, standardize and monitor hospital response to patient safety incidents, critical incidents and quality reviews at all levels to promote timely response and appropriate actions/quality improvement initiatives to prevent incident recurrence.

·         Develop standardized resources to support the integration of safety practices into daily activities.

·         Contributing quality expertise and analysis in support of innovative approaches to health system models of care, service delivery and analytics.

·         Leadership and use of quality improvement tools.

·         Lead clinical programs in the adoption of clinical information technologies and systems, addressing clinical needs and works to implement process changes that promote best practices in patient care.

·         A focus on quality improvement through ongoing monitoring and implementation of initiatives and remedies to provide high quality and safe services to all stakeholders.

·         Conduct and support quality reviews to determine root cause and provide recommendations for improvements to prevent incident recurrence.

·         Track and report status of reviews to Quality of Care Committee, MAC and Quality Committee of the Board.

·         Ensure hospital compliance with legislative requirements

·         Continue to advance quality to effectively position the team as strategic business partners across the Hospital and Health Care System.

·         Identify opportunities to position the Hospital for future success in Ontario’s evolving landscape of health care funding and service delivery models.

·         Provide strategic and operational leadership in the design, delivery and evaluation of models of care and scope of practice

·         Identify opportunities and challenges associated with service delivery and, clinical practice, system optimization, and process improvements.

·         Continue to build internal and external leadership within a multi-stakeholder environment.

·         Provide support and leadership to the team to foster their growth and development to become proactive, responsive, supportive, reliable and innovative consultants and leaders.

·         Act as a resource to the Human Resources Department in the development and evaluation of the nursing orientation program.

·         Oversee NBRHC clinical governance for clinical documentation enhancement requests, effectively articulate the needs of clinical and facilitates HIS optimization through clinical representation at the regional level in NBRHC’s partnership in the ONE initiative.

·         Uses knowledge and experience with the Ontario regulatory framework, standards and current issues related to professional practice/clinical ethics to shape and implement a vision for interdisciplinary professional practice and clinical excellence.

·         Review incidents involving the professional practice of regulated staff and with direction from the VP Clinical, CNE and/or Mental Health& Addictions conducts professional practice investigations when necessary.

 

Qualifications:

¨  Registered Nurse with Current Certificate of Registration with the College of Nurses of Ontario

¨  BScN, Masters of Nursing/Master of Science in Nursing is preferred

¨  Membership with the RNAO

¨  A Bachelor’s Degree in business, or a health related program. Applicable experience with a business or health related College diploma will also be considered.

¨  Five to seven years’ experience in progressive leadership roles in related fields, in complex multi-stakeholder environment(s). Experience in health care and/or public sector/not-for-profit is an asset.

¨  Strong continuous quality improvement acumen with solid experience in performance measurement, service delivery and process improvements.

¨  Excellent analytical, problem-solving and decision-making skills with the ability to identify trends, establish benchmarks, as well as provide credible analysis and recommendations.

¨  High emotional intelligence with excellent verbal and written communication skills, including the ability to articulate complex issues to a broad audience.

¨  Ability to work and thrive in a changing environment while experiencing financial constraints.

¨  Evidence of a collaborative leadership style with effective team building skills across interdisciplinary teams.

¨  Demonstrated clinical leadership skills crossing acute and mental health portfolios.

¨  Excellent decision making skills with the ability to form and defend independent judgment with the ability to influence others and outcomes.

¨  Proven experience achieving results that improve the organization and inspire confidence and commitment.

¨  Excellent organizational and time management skills with the ability to effectively handle a large number of issues simultaneously.

¨  Ability to prioritize tasks and work efficiently and accurately under stressful conditions to meet tight deadlines

¨  Must be change orientated and possess an attitude of continuous improvement.

¨  Ability to gain cooperation and support through effective use of influence and persuasion required as an agent of change.

¨  Broad knowledge of health care system design, related issues and trends, policies and up to date knowledge of current legislations;

¨  Coach, mentor and develop leaders within the team.

¨  Excellent computer skills with good knowledge of Excel, Word, and PowerPoint.                            

¨  Demonstrated commitment to ensure your safety, the safety of fellow workers, patients, volunteers, and visitors

¨  Bilingualism (English/French) is an asset
