Job Description:

West Park Healthcare Centre helps patients get their lives back by providing inpatient, outpatient and outreach services in specialized rehabilitative and complex care after a life-altering illness or injury such as lung disease, amputation, stroke, and traumatic musculoskeletal injuries.  By 2023, West Park’s 27-acre site will be transformed into an integrated campus of care, including a new hospital building and additional community supports such as assisted living for persons with disabilities and seniors.  This transformation enables the Centre to evolve its rehabilitative programs and strengthen links to community-based services to meet the future healthcare needs of our local community and the province.

Qualifications:
  • Bachelor’s Degree – Accounting, business administration or finance
  • MBA preferred
  • Completion of a recognized accounting designation program (CPA/CA/CGA/CMA)
  • Preferably CPA, CA
  • MIS Certification from OHA preferred
  • 5+ years relevant experience with hospital MOH/TB reporting, financial, statistical and/or utilization databases
  • Extensive working knowledge of MIS/MOHLTC/LHIN reporting and OCCI/ OCDM / OHRS
  • Experience analyzing business performance and developing business cases
  • Ability to work accurately under pressure and meet tight deadlines both independently and as part of a team
  • Ability to motivate others to achieve established goals
  • Ability to handle a multitude of tasks effectively
  • Advanced computer skills (Excel)
  • Excellent communication, negotiation, organizational and interpersonal abilities
  • Resilient in a range of complex and demanding situations.
  • An effective change agent in a fast paced, dynamic hospital environment
  • Commitment to the professional and organizational vision as it pertains to finance best practices.
  • Related healthcare experience preferred
  • Experience with Ross an asset
  • Experience with an/or knowledge of Cognos (TM1) preferred
  • Evidence of satisfactory attendance record

Accountabilities:
Financial planning and analysis:
  • Responsible for oversight of the financial management activities of the Centre
  • Manage the detailed monthly review of the Income Statement including variance analysis of plan to actual, re-estimating annual and extended forecasts and FTE analysis; follow-up with managers on budget variances on a monthly basis
  • Prepare and present formal financial presentations to various committees and stakeholders (presentation deck to executive management; key performance indicators; etc.). Develops and produce meaningful, accurate and timely monthly, quarterly, and year-end financial management reports utilizing COGNOS and other software tools
  • Development of customized reports for various end users and stakeholders using COGNOS and other software tools
  • Analyze expenses and identify to executive management cost savings opportunities
  • Analyze revenues and identify opportunities for maximizing revenues
  • Provides operational and financial insight through the provision of timely and accurate information, presented in formats that facilitate decision making. Provide organizational expertise in the analysis, interpretation and integration of financial and operational data and support the delivery of appropriate, cost efficient care in a financially constrained environment
Annual budget and forecast:
  • Coordinate the budgeting and forecasting processes including reporting – annual operating plan, long range planning, ongoing forecasting, etc.
  • Identify and implement improvements to the annual operating plan and forecasting process and reporting including continually improving the design of the budget models in TM1
  • Prepare and present formal financial presentations to various committees and stakeholders (annual budget presentation deck to executive management; etc.)
  • Lead and coordinate the quarterly forecasting process across all business units and ensuring consistency, accuracy and sufficient level of analytical rigor in line with the strategic initiatives
  • Coordinates and interprets benchmarking data and other external reports using case costing and MIS/TB submission and other databases available
MOH and Third Party Government reporting
  • Manage the preparation to ensure timely fulfilment of annual Ministry of Health consolidation and other large-scale and external reporting requirements
  • Lead and support SRI reporting, HAPS submissions and other ad hoc reporting requirements to the MOH, LHIN, OHA, etc. within established guidelines.
  • Be current and knowledgeable on Ministry funding initiatives and models; collaborate with others within the organization in understanding the impact on operations. 
  • Ensure timely submission of case costing data (OCCI) and provide case costing reports and analyses to support management decisions as required.
Other:
  • Proactively identify areas of concern, challenge the status quo and discuss efficient process changes to ensure the accuracy and integrity of the financial information
  • Participate in and/or lead special projects, task groups and selected committees focused on quality, systems and process improvements.
  • Provide education and support to operational department managers and various end users in terms of the operating plan budget preparation, financial management of internally funded departments and any other ad hoc requests
  • Answer queries from external auditors.
  • Perform/manage other job-related duties/projects as assigned
